Legislative Presidential Decree No. 2/13 regulating creation, structure and functioning of Public Institutions.

This Presidential Decree, consisting of 5 Chapters and 2 Annexes, regulates the creation, structure and functioning of all Public Institutions. It establishes rules for the creation, structuring and functioning of public institutes, which are also applicable to all public administrative services not integrated in the direct administration of the State, or the public enterprise sector, defining public institutes as corporations with legal personality that comprise the indirect state administration and take the form of personalized services, public facilities, public agencies and foundations, and by regulating their autonomy, protection and oversight, financial and asset management, creation, agencies and services, public Institutions Scientific Research and Technological Development and the management of personnel and organizational structure, repealing Decree-Law No. 9/03 of 28 October, on the previous rules for organization, structuring and functioning of public institutions.
