Presidential Decree No. 156/25 approving the adjustment of the Integrated Programme for Local Development and Poverty Alleviation (PIDLCP).

This Presidential Decree approves the adjustment of the Integrated Programme for Local Development and Poverty Alleviation (PIDLCP). The PIDLCP is a comprehensive national programme aimed at promoting inclusive local development and reducing poverty in Angola through coordinated, multi-sectoral interventions at the municipal level. Its main objective is to reduce multidimensional poverty by fostering human development, improving well-being, and ensuring economic and social inclusion, with particular focus on vulnerable populations. The programme is aligned with key national and international frameworks, including the National Development Plan (2023–2027), the Angola 2050 Strategy, and the Sustainable Development Goals (SDGs), and seeks to strengthen territorial cohesion while ensuring equitable access to essential public services such as health, education, water, sanitation, and housing. To achieve these goals, the plan establishes a set of specific objectives centred on increasing household income, expanding and improving the quality of basic services, and promoting productive inclusion through agriculture, entrepreneurship, and job creation. It prioritizes support for family farming, small-scale livestock and fisheries activities, and local economic development, while also enhancing access to productive resources such as land, capital, and technical knowledge. The programme further aims to strengthen community participation, social mobilization, and governance, ensuring transparent and participatory management at all levels. Special emphasis is placed on gender equality, youth and women’s employment, and the inclusion of persons with disabilities, alongside measures to reduce rural–urban disparities and stimulate sustainable local economies.
