Presidential Decree No. 140/18 approving the Integrated Programme for Local Development and the Fight against poverty 2018.

This Presidential Decree approves the Integrated Programme for Local Development and the Fight against poverty 2018. The objectives of the Integrated Programme for Local Development and the Fight against poverty are aligned with the National Development Plan (PDN-2018-2022), with a view to promoting local development and combating poverty through coordinated management of the Program's actions, based on an appropriate selection of the territories and target beneficiaries, after consultation between the Municipal Administrations, Provincial Governments and Central Government Administration Organs. The general objective is to contribute to the reduction of poverty, the promotion of human development and the well-being of Angolans with economic and social inclusion at the local level.
The Specific objectives by 2022 are: Reduce extreme poverty levels at rural and urban levels, raising the standard of living of citizens living in extreme poverty through social transfers (in cash or in kind); Ensure an increase in the average monthly income per person; Ensure that 2 vulnerability assessments are carried out in Angola; Ensure, the gradual registration of beneficiaries of social action in the vulnerability database; Promote local development by deepening the processes of decentralization; Promote and expand access to basic services for the population; Promote local growth and development as a factor reducing the rural exodus of youth to urban areas; Promote access for citizens, particularly the most vulnerable, to ownership and inputs (land, capital, equipment and knowledge), providing equity of opportunity and improving the re-distributive role of development support expenditure, etc.
