Abstract
This Presidential Decree approves the National Strategy for the Sea of Angola (ENMA) 2030 aimed at promoting the increase in social well-being, employment and national wealth, enhancing the Blue Economy within a framework of sustainable development, supported by scientific knowledge and affirming Angola as a maritime reference within its Geostrategic Framework, also assuming, as principles and values, the provisions of article 4 of the Constitutive Act of the African Union, namely, information sharing, communication, collaboration, cooperation, capacity building and coordination. The Strategy identifies 5 key strategic sectors, namely: 1. Fisheries, aquaculture and ecosystem conservation; 2. Maritime transport and trade; 3. Sustainable energy, extractive minerals, gas, innovative industries; 4. Environmental sustainability, climate change and coastal infrastructure; 5. Governance, institutions and social actions.
The Strategic and Specific Objectives pursued by ENMA are thus included in the following policies in each Axis: i) Axis 1 — Education and Higher Education; Human Resources Development; Health; and Sport; ii) Axis 2 — Business Environment, Competitiveness and Productivity, Promotion of Production, Substitution of Imports and Diversification of Exports, Environmental Sustainability, Employment and Working Conditions; iii) Axis 3 — Transport and Logistics, Water and Sanitation and Communications; iv) Axis 4 — Good Governance, State Reform and Modernization of Public Administration; v) Axis 5 — Territorial and Urban Planning; vi) Axis 6 — National and Citizens' Security, Strengthening the Role of Angola in the International and Regional Context. ENMA thus assumes a holistic and integrative vision of the major options and objectives of national policies in the medium and long term, in the horizon of the 2021-2030 decade, defining the goals to be embodied in an Action Plan, in accordance with the general strategic guidelines. of the Angolan State.
