Presidential Decree No. 192/21 approving the merging between the Angolan Industrial Development Institute and the National Institute for Innovation and Industrial Technologies, and creating the Angolan Institute for Industrial Development and Technological Innovation.

This Presidential Decree aims to streamline and modernize Angola’s public administrative sector by merging the Institute for Industrial Development of Angola with the National Institute for Innovation and Industrial Technologies. The primary objective of this reform is to eliminate duplication of functions, reduce administrative structures, and create a single, more efficient institution—the Institute for Industrial Development and Technological Innovation of Angola (IDIIA). The Decree ensures continuity by transferring all staff, assets, and ongoing processes from the former institutions to the new unified body without additional legal formalities, thereby reinforcing institutional coherence and operational efficiency in the country’s industrial governance system. In addition, the Decree formally establishes the organizational, legal, and functional framework of the IDIIA, whose purpose is to execute national industrial policy, support the development of industrial infrastructure, foster innovation, and promote technological capacity‑building across Angola’s industrial sector. The new institution is tasked with coordinating industrial development hubs, supporting industrial projects, promoting investment and competitiveness, assisting micro, small and medium enterprises, and advancing industrial innovation and technology transfer.
