Abstract
This Presidential Decree aims to adapt and update the organizational and functional framework of the Institute for Industrial Development and Technological Innovation of Angola (IDIIA) to better align its mandate with the objectives of the Industrial Development Plan of Angola (PDIA 2025). The decree responds to the broader State Reform agenda, which emphasizes simplifying administrative structures and eliminating overlapping competencies. Its main objective is to strengthen IDIIA’s strategic role in supervising national industrial development processes—particularly industrial hubs (PDI) and industrial reservation areas (PIR)—while enhancing oversight of industrial investment policies, private‑sector promotion, and the expansion and diversification of Angola’s industrial base. In addition, the decree restructures and expands the responsibilities of IDIIA’s technical departments, especially the Department of Industrial Promotion and Technological Innovation, which now integrates tasks related to industrial project development, technology promotion, innovation management, and technical training. The overarching goal is to improve governance, reinforce institutional capacity, and promote a more competitive, technologically advanced, and innovation‑driven industrial sector.
