Presidential Decree No. 276/22 approving the National Plan for the Promotion of Fisheries (PLANAPESCAS).

This Presidential Decree approves the National Plan for the Promotion of Fisheries (PLANAPESCAS). The implementation of PLANAPESCAS is supervised by a Multisectoral Supervision Commission and managed by its respective Technical Monitoring Unit — UTA. Within the framework of policies and strategies for the next five years, the Government defined the Fisheries Sector as one of the priorities for combating hunger, reducing poverty, diversifying the economy and promoting the social and economic development of the country.
PLANAPESCAS has the following general objectives: i. Boost the regular supply of fish to the population; ii. Ensuring Food Security; iii. Promote the competitiveness of the Sector; iv. Foster an increase in fishing, aquaculture and salt productivity; v. Ensuring the sustainable management of living aquatic resources; vi. Develop aquaculture and salt production activities in a sustainable manner; and viii. Promote corporate social responsibility in protecting fisheries communities. For the period from 2023 to 2027, PLANAPESCAS presents ten specific objectives, namely: a) Boost food self-sufficiency in fish products and derivatives, contributing to food security and the diversification of exports, replacement of imports and economic growth; b) Modernize the support infrastructure for fish production and processing; c) Encourage the production of inputs for the fishing industry; d) Improve the conservation and distribution network of fish; e) Strengthen relations between players in the fisheries value chain; f) Foster the development of the Fisheries Sector value chain and the production of derivatives (flour, fish oil, etc.) from waste; g) Foster the fish processing industry; h) Foster aquaculture, mariculture and the creation of marine protected areas; i) Foster the extraction and cleaning of salt and its derivatives on a large scale; and j) Ensure the quality, diversity and availability of aquatic biological and genetic resources, etc.
