Presidential Decree No. 39/26 establishing Management Measures for Marine Fisheries, Continental Fisheries, Aquaculture and Salt Production for the year 2026.

This Presidential Decree, under Law No. 6-A/04 on Aquatic Biological Resources, establishes the 2026 Management Measures for Marine Fisheries, Inland Fisheries, Aquaculture, and Salt Production in Angola. Its primary objectives are to ensure the sustainable exploitation and conservation of aquatic biological resources, in line with the national legal framework and the National Development Plan 2023–2027. The Decree seeks to balance resource use with ecological protection by setting total allowable catches (TACs), regulating fishing quotas, controlling fishing effort across artisanal, semi‑industrial, and industrial fleets, and establishing closed seasons to protect key species during vulnerable biological periods. It also introduces spatial management tools, such as reserved areas, fishing zones, and prohibitions on harmful practices, to safeguard sensitive ecosystems and improve long‑term stock recovery.
In addition, the decree aims to promote sustainable aquaculture and strengthen Angola’s capacity to monitor, regulate, and develop its fisheries and salt sectors. It outlines measures to improve aquaculture production—particularly tilapia—through monitoring of water quality, biological sampling, and regulation of exotic species. For the salt sector, it establishes rules on export, import, iodization standards, and production oversight. The decree also reinforces national monitoring systems by requiring statistical reporting, onboard observers, mandatory vessel equipment, and increased inspection capacity. Overall, its objectives focus on ecological sustainability, food security, improved governance, and the modernization of Angola’s fisheries, aquaculture, and salt industries.
