Presidential Decree No. 45/18 approving the Statute of the Ministry of Environment (MINAMB).

This Presidential Decree approves the Statute of the Ministry for Environment (MINAMB). The Statute, consisting of 33 articles divided into four Chapters and three Annexes, establishes composition, duties and responsibilities of the above mentioned institution under the Ministerial Department of the President of the Republic and Head of the Executive Branch. Its mission is to propose the formulation, conduct, execution and control of the Executive's policy on the environment in the field of protection, preservation and conservation of environmental quality, pollution control, areas of conservation and enhancement of the natural heritage, as well as the preservation and rational use of natural resources. The Statute is divided as follows: Nature and Attributions (Chap. I); Organization in General (Chap. II); Organization in Specific (Chap. III); Final dispositions (Chap. IV). Annexes specify Staff composition and functions.
The Ministry of the Environment has the following duties: to coordinate strategies, policies and programmes for the sustainable management of natural resources as a guarantee of Environmental Sustainability; to elaborate, coordinate and supervise the execution of the National Environmental Management Program; to draw up the legal and regulatory nature of the environment; to coordinate and ensure the implementation of mitigation measures for the elaboration of strategies, plans and projects on climate change; to ensure the effective application of the laws and to regulate the programme of environmental management and other matters regarding the environmental policy; to promote environmental education, dialogue and citizen participation for a better understanding of environmental balance issues, to promote sustainable projects and programmes to reduce greenhouse gases emissions, etc.
