Resolution No. 10/04 approving the Water Sector Development Programme and Strategic Action Plan for the Water Sector (2004-2016).

This Resolution approves the Water Sector Development Programme and Strategic Action Plan for the Water Sector for the period 2004-2016. This Sector Programme aims at guaranteeing the preservation of water resources, economic valuation, quality standards, public participation, gender issues, etc; Improving the following sectors: fragmented management and weak institutional coordination between the different actors in the sector; inadequate infrastructure, including water supply network; difficulty in accessing to several regions of the country to carrying out studies, works and other actions to evaluate the power of water resources; scarcity of human resources and lack of a programme for their development; scarcity of financial resources; inadequate information on water use (database, hydro-meteorological monitoring network). 88. In order to ensure the population a good level of water supply and wastewater sector it is necessary to mobilize high financial resources. The implementation of financial resources should be continuous in order to meet the constant population growth and the constant increase in demand for water and sanitation services.
