Abstract
The Ordinance defines the scope of milk-based products, including various types of condensed milk and powdered milk, classified according to fat content, composition, and whether sugar is added. It sets precise compositional standards for each category and allows limited additives or processing methods such as heat treatment, drying, lactose addition, and protein standardisation under strict conditions. The rules also establish mandatory naming and labelling requirements, ensuring that product designations are reserved for specific defined products and that key information such as composition and intended use is clearly indicated. Finally, it specifies sampling procedures and analytical methods based on EU directives to ensure uniform quality control and enforcement.
