Abstract
The purpose of this Federal Act, consisting of 53 articles, is to promote environmental protection by providing measures governing the treatment of waste water, the improvement of water management, the efficient use of energy and resources, the abatement and reduction of air pollution, climate-relevant pollutants, noise and industrial waste; by providing material and immaterial services for measures abroad aimed at implementing national, European or international environmental and climate protection goals; by securing and remediating contaminated sites.
The Act sets up four commissions responsible for advising the Minister for Climate Protection, Environment on matters concerning water management and the Minister of Agriculture on applications concerning funding for domestic environmental promotion and emission reduction units.
In order to achieve the goals of improving the ecological condition of the waters, ensuring its economical consumption, reducing environmental pollution, the Act promotes the adoption of specific measures for waste water, water supply and water management, in compliance with the requirements of the European Directives and the creation of a joint working group of the federal government and the federal states for the promotion of urban water management.
The Act specifies the goals of environmental promotion and the funding goals for the remediation of contaminated sites and defines the specific measures to achieve them.
A section of the Act concerns definition, measures and procedures and area of application of the Program “Joint Implementation - Clean Development Mechanism”, aimed at using the flexible mechanisms provided for in the Kyoto Protocol to the United Nations Framework Convention on Climate Change within the framework of the national climate protection goals.
