Abstract
The Plant Protection Act of Vorarlberg (2025 version) comprehensively regulates the protection of plants and plant products from harmful organisms, both within and outside the scope of the EU Plant Health Regulation. It outlines procedures for reporting, controlling, and monitoring plant pests and provides emergency plans and quarantine measures. The use of plant protection products (pesticides) is strictly regulated through action plans, technical and personal requirements, as well as mandatory training and certification. The Act also promotes the reduction of pesticide risks, supports integrated pest management, and encourages environmentally friendly alternatives through public awareness and harmonized risk indicators.
The Act defines the responsibilities of competent authorities, enforces official controls, and includes provisions for enforcement measures, cost allocation, and the handling of personal data. Penalties are imposed for violations such as unauthorized use of pesticides or failure to comply with official orders. Transitional provisions ensure the validity of existing licenses and training under the previous law. This legislation aligns regional policy with EU regulations, aiming to ensure sustainable plant protection while safeguarding human health and the environment. The text consists of 33 Articles.
