Abstract
A Regulation to prohibit in principle the killing or taking of seals of a species prescribed in regulation 2 in the Seals Convention area (meaning the area of seas south of 60 south latitude) and to prohibit various other actions that may harm seals in that area. However, an application for a permit to carry on specified activities may be applied for under regulation 3 and be granted by the Minister under regulation 4. The Minister shall cause to be kept a register of permits in force, showing the purpose for which and the conditions upon which each permit was granted and such other matters relating to each permit as the Minister thinks fit. A permit must specify as a condition of the permit: (a) the area in which it allows an activity to be carried on; and (b) the purposes for which the allowed activity may be undertaken; and (c) that a seal killed, taken, injured, disturbed or otherwise interfered; and other conditions specified in regulation 6. Regulation 11 prescribes offences in relation to seals. Regulation 12 requires masters of a vessel to notice of proposed sealing expedition.
