Abstract
This Act creates a legislative basis for the existing Australian National Registry of Emissions Units established to manage Australia’s emissions units under the Kyoto Protocol.
The purposes of the Registry are to be a registry for carbon units, Australian carbon credit units and prescribed international units, and to be Australia’s national registry for Kyoto units. The Act outlines the administrative procedures associated with all Registry transactions.
The Act further provides for: publication of information; voluntary cancellation of emissions units; civil penalty orders; review of decisions by the Administrative Appeals Tribunal; etc.
