Abstract
The Act, consisting of 41 sections divided into seven Parts and completed by four Schedules, concerns the constitution of a body corporate with the corporate name of the Environment Protection Authority. Objectives of the Authority are: (a) to protect, restore and enhance the quality of the environment and maintain an ecologically sustainable development; (b) to reduce the risks to human health and prevent the degradation of the environment, by promoting pollution prevention, controlling the discharge of harmful substances, minimising the creation of waste by the use of appropriate technology, encouraging the re-use and recycling of materials, adopting minimum environmental standards, promoting community involvement in decisions about environmental matters, conducting public education and awareness programs about environmental matters. For said purposes the Authority shall: (a) formulate and promote plans for environmental protection; (b) publish reports and information relevant thereto; (c) coordinate the collection of information; (d) promote educational training. The Authority is required to make and submit to the Minister a report of the state of the environment every two years.
Further provisions concern the following: (1) management of the Environment Protection Authority, (2) establishment of the Consultation Forum and advisory committees, (3) establishment of the Environmental Education Committee, to advise the Authority on the development of effective environmental education and public awareness programs.
The Act is completed by the following Schedules: Provisions relating to members and procedure of the Board (1); Members and procedure of Consultation Forum, Education Committee and advisory committees (2); Amendment of other Acts (3); Savings, transitional and other provisions (4).
