Abstract
The purpose of this Act, consisting of eight Parts and one Schedule, is: to ensure that the power to make subordinate legislation is exercised subject to Parliament's authority and control; to regulate the preparation, making, publication and scrutiny of subordinate legislation; to provide for public participation in the preparation and scrutiny of subordinate legislation; to amend the Interpretation of Legislation Act 1984 in relation to incorporated documents, the incorporation of amendments and the admissibility of Acts and subordinate instruments. By virtue of section 5 of this Act also repeales the following legislation: Transfer of Land (General) Regulations 2004 and Zoological Parks and Gardens Regulations 2003.

This Act enters into force on 1 January 1995.
