Abstract
This Law defines the goals and principles of standardization, the process of preparing, adopting and implementing normative documents in the field of standardization, sources of financing standardization activities, issues of international cooperation in the field of standardization, and the legal basis for the activities of standardization entities in this field.
The objectives of standardization are as follows: (I) creating conditions for the free movement of goods (services, work), and eliminating unnecessary technical barriers to international trade; (II) improving the quality of goods, related processes (including management systems), production methods and staff skills in order to increase competitiveness in the domestic and foreign markets; (III) ensuring technical, technological and information compatibility of goods; (IV) supporting the reflection of consumers' demands and expectations for goods, obtaining accurate information about the quality of goods, and preventing the provision of false information to consumers about the safety and quality of goods; (V) harmonization of state standards with international standards and taking into account the interests of the national economy in regional and international standardization; (VI) supporting the effective application of innovations and the production of high-tech goods; (VII) ensuring the efficient use of natural resources and energy resources; and (VIII) protecting the interests of the state during procurement.
State standards may be established in the following fields: (a) necessary requirements for standardization objects in order to ensure compliance with the requirements established by technical regulations; (b) requirements for the classification of goods, related processes, production methods; (c) indicators of unification, compatibility and mutual substitution of goods; (d) rules for acceptance, packaging, marking, transportation, storage, utilization and destruction; (e) testing methods and rules; and (f) requirements for saving all types of resources and efficient use of resources.
