Ministerial Decree No. 105 on storage and use of the State Grain Fund.

This Decree sets out provisions on grain procurement to the fund, grain storage, use of grain, replacement of grain, earmarking grain from stocks, reporting and inventory, financial support to the Fund and reorganization and liquidation of the Fund. Requirements for grain procured to the State Grain Fund in Annex 1, requirements for storage of grain in the fund in Annex 2, requirements for contracted store location in Annex 3, ratio of natural decrease in grain stored in the State Grain Fund in Annex 4, requirements for use of grain in Annex 5 and requirements for grain during replacement process in Annex 6 are attached to this Decree. This Decree states that according to the purposes of this Decree, by mentioning grain actually foresees “wheat”. The Ministry of Emergency Situations shall be charged with management, grain procurement, storage and replacement of the Fund. Laboratories shall be set up in order to meet the requirements for procurement, storage, use, replacement and earmarking processes and also to be in conformity with the quality criteria. For the acceptance of imported grain, customs declaration, compliance certificate, certificate of origin, quality certificate and phytosanitary certificate are mandatory. In the case of grain deterioration due to the diseases and pests during the storage period, grains shall be replaced immediately.
