Presidential Decree No. 413 on improving state support for agriculture and leasing activities in the agricultural sector.

This Decree hereby approves the Regulation for the use of funds of the Agrarian Credit and Development Agency under the Ministry of Agriculture. This Regulation determines the mechanism and conditions for the use of funds of the Agrarian Credit and Development Agency. The Agency's funds are directed to financing the development projects of the agrarian sector and the concessions provided to agricultural production facilities specified in Regulation 2. Agricultural production facilities include agricultural machinery, technological equipment, irrigation systems and equipment, and breeding animals. Concessional financing, including loans, leasing funds, guarantees and concessions will be provided to business entities operating in the agricultural sector and family farms. In accordance with Regulation 5.7, the Agency partially covers the risks of the non-performing part of microcredits provided with guarantees.
The Agency shall carry out activities in the following areas: (i) financing of projects related to the improvement of the processes of production, processing, storage and sale of agricultural products; (ii) financing of innovative projects related to the agrarian development of regions; (iii) financing of projects related to improving the supply of agricultural production facilities, as well as their sale, leasing and crediting on preferential terms; (iv) financing of projects in the field of development of livestock farms through the application of public-private partnership; (v) financing of pilot projects of the Ministry of Agriculture; and (vi) financing of provision in accordance with the procedure established by this Regulation.
