Presidential Order No. 476s on the implementation of the Presidential Decree No. 1400 on a number of measures for the development of production and processing industry in the agriculture sector, dated July 15, 2021.

This Order lays down the duties of the relevant ministries for the implementation of the Presidential Decree No. 1400 on a number of measures for the development of production and processing industry in the agricultural sector. The duties of the Ministry of Economy include to submit proposals on (I) the classification of lands, their transfer from one category to another and the improvement of the regulatory framework for changing their purpose, (II) the improvement of the regulatory framework for the management and protection of lands, prevention of their illegal use as well as the protection, restoration and increase of fertility, (III) the application of customs and tax exemptions for agricultural products for export purposes, (IV) determining the scope of products that will replace imported goods with local goods and reducing the cost of local products to provide tax incentives to agricultural processing enterprises, (V) simplification of procedures for the export of agricultural products, (VI) improvement of the regulatory framework for the construction of residential, irrigation infrastructure and temporary structures for processing by agricultural producers on agricultural lands, (VII) improving the regulatory framework for regulating the activities of agro-parks, and (VIII) expansion of opportunities for enterprises operating in the field of agricultural production. Moreover, the duties of the Ministry of Agriculture include to submit proposals on (I) the improvement of the mechanism of lease and use of agricultural lands for the purpose of efficient use of agricultural lands, application of the practice of land consolidation, and (II) provision of state support to micro, small and medium enterprises engaged in agricultural production and processing, as well as the application of new financing instruments on credit guarantees.
