Abstract
The Strategic Road Map for the national economy that has been approved by the Presidential Decree No. 1138, will be used as a guidance during the preparation of strategic plans, state programs, development concepts, strategies, action plans for agricultural development. The strategic goals of this guidance are: (I) institutional capacity building to ensure sustainability of food security, (II) increasing the production potential of agricultural products along the value chain, (III) facilitating access to finance, (IV) developing the marketing of production tools in the field of agriculture and improving the provision of services, (V) improving science, education and extension services in the field of agriculture, (VI) developing market infrastructure for agricultural products and facilitating producers' access to markets, (VII) protecting environment, ensuring sustainable use of natural resources and strengthening disaster management, (VIII) increasing the efficiency of legal frameworks in the agrarian field and improving the business environment, and (IX) increasing employment in rural areas and the welfare of the population.
An information and monitoring system related to the sustainability of food security and the food availability of the population, will be established. In order to provide reliable food supply for all sections of the population, mechanisms will be developed and a food safety system that covers all stages of the value chain and is based on a risk analysis approach will be established. Furthermore, agricultural production will be intensified to increase the competitiveness in both domestic and foreign markets and to decrease the dependency on import.
Rural development will be ensured by supporting local communities' initiatives, increasing rural employment, and creating alternative employment opportunities in rural areas. The formation of farmers' organizations and cooperatives will be promoted. Public-private partnerships will be developed for the implementation of complex projects. The development of agribusinesses will be supported. Financing mechanisms will be improved in the agriculture sector, agricultural insurance systems will be developed, and investments will be attracted in the agricultural sector.
Agricultural land development will be strengthened and irrigation water supply to producers will be improved. The machinery and equipment will be provided to agricultural producers and the agro-services market will be developed. The potential of local production will be enhanced through the development of seed and seedling market and improvement of the supply of fertilizers and plant protection products. Livestock production will be increased, and the provision of mixed feed will be improved. Better veterinary and phytosanitary services will be provided to agricultural producers.
The quality of agricultural education will be increased, the mechanisms will be developed for planning and conducting scientific research in agriculture, and extension services will be improved to meet the needs of the agrarian sector. Market regulation system and infrastructure will be improved for agricultural products and the export of agricultural and processed products will be promoted and supported.
The resilience of the agriculture sector to the impacts of climate change will be increased. Environmental protection and management systems will be strengthened. Sustainable use of agricultural land and water resources will be ensured, and organic production will be promoted and developed.
Measures will be taken to create a favourable agribusiness environment, such as formation of e-agriculture, improvement of registration, accounting and statistics system, and institutional capacity building. Moreover, agricultural producers will be supported on the basis of development goals and a system will be established for monitoring and evaluating the results of the agrarian policy.
