Presidential Decree No. 1138 on the approval of strategic road maps for the national economy and the main sectors of the economy.

The purpose of this Decree is to set out roadmaps for the main sectors of the economy, in order to adapt to new challenges in the region and the global economy and to minimize the impact of the current global economic crisis on Azerbaijan. The President hereby approves the strategic road maps on national economy, development of oil and gas industry, agricultural development, SMEs, tourism industry, trade development, vocational training, financial services, telecommunications and information technologies, and the development of community services such as electricity and thermal energy, water and gas. These strategic road maps will be used as guidelines during the preparation of strategic plans, state programs, development concepts, strategies, action plans for the directions of activity in the economic field.
