Abstract
The Strategic Road Map for the national economy that has been approved by the Presidential Decree No. 1138, will be used as a guidance during the preparation of strategic plans, state programs, development concepts, strategies, action plans for the development of SMEs. The strategic goals of this guidance are: (I) improving the business environment and regulatory framework for SME activity, (II) ensuring profitable and efficient access to financial resources of SMEs, (III) increasing access to foreign markets, (IV) enhancing the knowledge and skills of SMEs and accelerating the application of advanced practices, and (V) promoting and expanding innovation and research and development activities for SMEs.
A centralized SME agency will be established. The legislative framework for SMEs will be improved. The public-private partnerships will be strengthened, the public-private cooperation will be expanded, and the institutions representing SMEs will be strengthened. The inspection and licensing mechanisms will be improved in the activities of SMEs and tax reforms and support measures will be applied. Furthermore, a loan guarantee fund for SMEs will be established, and loans will be provided primarily to the sectors with high income potential, such as machinery manufacturing and processing of agricultural products. The access to finance for SMEs will be facilitated by developing the leasing market and alternative financial instruments. Special industrial zones and clusters will be created for SMEs. The dispute settlement opportunities will be diversified for and between SMEs.
The access to financial services for international trade of SMEs will be expanded and foreign direct investment will be promoted. Export associations will be established for individual sectors. Training opportunities will be increased for skills development. Moreover, start-up projects will be developed, and model enterprises will be created. The national innovation system will be improved, and innovation infrastructure that stimulates the activity of small and medium entrepreneurs, will be established.
Women's entrepreneurship will be supported and developed by increasing training support, developing stimulating mechanisms for their development, and establishing associations and professional organizations of women entrepreneurs. This guidance underlines the issue of women's employment, especially in rural areas, and ensures that this will be taken into account during the preparation of national policy document.
