Abstract
This Strategy, as in accordance with the Law on development planning and management in the Federation of Bosnia and Herzegovina, is an integrated, multisectoral strategic document of the Federation of Bosnia and Herzegovina (FBiH), which defines public policies and directs the socio-economic development of the territory of FBiH. Four strategic goals are here defined, each with its related priority objectives (Strategic goal 1. Accelerated economic development; Strategic goal 2. Prosperous and inclusive social development; Strategic goal 3. Resource efficient and sustainable development; Strategic goal 4. Transparent, efficient and responsible public sector). The process of drafting of this Strategy was set to get started with the implementation of the sustainable development goals from the UN Agenda 2030, among issues defined by European Commission and recommendations for FBiH that emerged from the Questionnaire. The vision states that: The Federation of BiH is a prosperous living space, based on the rule of law, socially with equal opportunities for all, in which the richness of diversity is nurtured; It is based on the knowledge society and innovation, efficient and sustainable use of natural and other resources, while preserving the environment and affordable public health, all in the function of achieving of balanced and high quality of life.
Special attention will be paid to the revitalization of devastated forest areas, because it is from crucial for the preservation of air quality and water resources. This will result in a reduction of risk of flooding and soil erosion. In preserving air quality, especially in urban areas, environmentally sustainable development provides priority to preserving and encouraging the establishment of green spaces in cities, environmentally friendly construction, ensuring the mobility of citizens through environmentally friendly models, the use of new technology for reducing and controlling emissions from traffic and fireplaces, all with reinforced coordination and intersectoral cooperation of the environment and health sectors, and those sectors whose activities affect air quality such as transport, industry and energy . It is also necessary to place special emphasis on ensuring the required quantities of water of appropriate quality (with sustainable use of water for all purposes), taking into account the long-term protection of available water resources, primarily through rehabilitation and construction of water infrastructure for water supply, and collection and treatment of waste water. It is necessary to increase the coverage and improvement of public water supply, to maintain the good condition of surface and groundwater, as well as to reduce the risk of extreme hydrological occurrence. Special attention will be paid to the harmonization of waste management models with the principles of modern waste management and related goals of the European Union in terms of reducing quantities of waste for disposal, and increasing the quantity of waste for recycling, reuse, and energy efficiency, in a way that minimizes the risk to the environment and human health. It is necessary to change the paradigm of energy development of FBiH by shifting the focus from coal-fired power plants and electricity exports for the development of renewable energy sources, that is, to start the decarbonization of the energy sector. It is also necessary to increase energy efficiency, especially in the consumption of energy segment because it has the greatest effect on the decarbonization of the energy sector, on reduction of energy costs. This text further defines that in order to ensure as much of national food as possible and faster development of rural areas, it is necessary to strengthen the resilience of agricultural producers in general.
