Abstract
This Law regulates electric power policy and planning, electric power activities, license to carry out electric power activities, regulation of electric power activities, electricity production, construction of power plants, electricity distribution, electricity supply, electricity trade, energy storage, end customers, aggregation of distributed resources, electromobility, security of supply, construction, reconstruction, use and maintenance of electric power facilities, administrative supervision and regulatory supervision and penal provisions, as well as other issues of importance for regulating the electricity sector in the Federation of Bosnia and Herzegovina. This Law is based on the principles of non-discrimination, fairness, transparency, market competition, regulated third-party access, freedom of movement of goods and freedom to provide services, protection of the rights of end customers and other market participants, public interest and environmental protection, and freedom of choice of electricity supplier. Secure supply of electricity at affordable prices is of general interest to the Federation. The provision and delivery of sufficient amounts of electricity necessary for the life and work of citizens, as well as the business and development of economic and social entities, in a safe, reliable and high-quality manner, are of general interest to the Federation.
The main objectives of the implementation of the electric power policy are: a) provision of safe supply of electricity to customers according to defined quality standards and affordable prices, b) provision of safe, reliable and efficient operation, maintenance and development of the electricity distribution system and provision of the prescribed quality of electricity distribution services, c) efficient regulation of electric power activities, d) protection of the rights and interests of network users, including the right to access the network, security and quality of supply, availability and affordability of electricity, e) development of the electricity market, f) provision of efficient separation of distribution system operators and provision of their independence from other electricity activities, g) provision of conditions for the smooth execution of public service obligations, h) creation of conditions for investments in the electricity sector, i) provision of long-term balanced development of the electricity sector and the energy sector as a whole, j) connection with regional markets, k) promotion sustainable development of the electricity sector, while preserving the environment, l) harmonization of the development of the electricity sector with the energy and economic policy of the Federation, m) rational and economical use of electricity and environmental protection, n) harmonization with the regulations of the European Union in order to establish a legal and institutional framework in accordance with the legal legacy of the European Union.
The text is divided into nineteen main thematic Parts and a total of 174 articles. Titles of these Chapters are as follows: Part One.
