Abstract
This Regulation prescribes the basic requirements for the quality of forest and horticultural planting material. Quality planting material means annual and perennial deciduous seedlings, which are healthy and undamaged, obtained by generative or vegetative methods, and which meet related requirements provided by applicable regulations and standards. The quality of planting material is determined on the basis of quantitative and qualitative indicators of seedlings and on the state of their health conditions before removing the seedlings from the planting material multiplication facility.
Planting material on which the following defects are recorded shall be excluded from trade in planting material: planting material with mechanical injuries that did not occur by cutting the root or aboveground parts of seedlings; partially or completely dry seedlings; incomplete woody seedlings; seedlings with damaged top buds; damage accorded by needles, especially needles from the last vegetation period; seedlings with damaged root collar; seedlings with rolled root system; seedlings with damage from pests; seedlings with damage caused by improper storage of seedlings in refrigerators (see article 11 for major details).
