Abstract
This Regulation prescribes the necessary conditions under which the manufacturer and/or the retailer may transfer their obligations (Waste Management obligations) to the specific waste collection system operator through contracts and agreements.
As defines by this Regulation the obligations of the manufacturer that can be transmitted to the operators are: fulfilment of the minimum requirements regarding the collection, reuse and recycling of waste; fulfillment of minimum conditions for storage, especially for landfills; treatment of waste in an environmentally safe/acceptable manner. The obligations of the sellers that can be transmitted to the operators are: return or compensation of deposits for products and packaging; collection is a selective manner of products and packaging that are at the end of their life cycle.
