Abstract
This Regulation determines the manner and conditions to be applied as a principle of the limited right to use public water resources. The limited right to use a public water resource is established for the benefit of legal or natural persons for a certain period of time. A public water good in terms of the provisions of this Regulation is considered to be a land parcel that meets the conditions determined by article 9 (paragraphs 1 and 2) of the federal Water Law, and for which ownership decision where also made in accordance with the terms of article 10 (paragraphs 1 and 2) of the same Law. A public water resource may be subject to a limited right of use only in accordance with the provisions of this text; if such use will not have a negative impact on the water regime. A public water resource may be subject to a limited right of use for: installation of temporary facilities; needs of agricultural production; performing sports, cultural, recreational and tourist activities; installation of advertising devices and objects; needs of seasonal catering; needs for construction and use of facilities for water use for mills, pillars and other similar.
