Abstract
This Act provides for the development, operation and maintenance of water supply and sewerage systems and establishing water supply and sewerage authorities. Chapter 1 contains the short title and definitions. Chapter 2 provides for establishment of water supply and sewerage authority for any area by the government of Bangladesh. The provisions for composition of board of such authority, its management and administration are made. Chapter 3 lays down the responsibilities of the board of such authority, provisions for formation of committees, and sharing minutes of meetings with government.
Chapter 4 contains the powers and responsibilities of the authorities which includes construction, development and maintenance of water systems for the collection, treatment, pumping, storage and supply of potable water as well as disposal of sanitary and industrial waste. The Authority may also undertake the implementation or maintenance of any scheme relating to water supply or sewerage system made by the government. The authority may levy water charges, sewage charges and storm water drainage charges for its services. The authorities have exclusive powers to provide the services mentioned in the Act.
Chapter 5 provides for appointment of managing director of the board, deputy managing director, and recruitment of officers and employees of the authority. Chapter 6 makes provisions for the budget and finances of the authority. Chapter 7 requires the government to periodically review and monitor the performance of the authority, and gives power for removal of the board. The authority has the powers of land acquisition. Chapter 9 provides for the offences and penalties.
