Abstract
The Parties have concluded this Agreement for the purpose of establishing a framework to facilitate cooperation in the area of safety of spent nuclear fuel and radioactive waste management in the Russian Federation. The framework is referred to as the “Multilateral Nuclear Environmental Programme in the Russian Federation” (MNEPR). Article 3 defines the forms of cooperation and assistance to be undertaken under the MNEPR. With a view to facilitating cooperation and exchanging information, article 4 provides for the establishment of the MNEPR Committee and defines its functions. The Agreement is supplemented by a Protocol which lays down provisions on claims, legal proceedings and indemnification.

Entry into force notes
The Agreement shall enter into force on the 30th day following the date of receipt of instruments of ratification, acceptance or approval from the Russian Party and from one other Signatory. Nevertheless, it shall be applied on a provisional basis from the date of its signature.
Notes
The European Community has concluded this Agreement on the basis of Council Decision 2003/462/EC of 19 May 2003. The same Decision has provided for the approval of the conclusion of the Agreement by the Commission on behalf of the European Atomic Energy Community (Euratom).
