Abstract
This Decree settles the criteria and rules for the performance of EIA of projects, plants and activities determined in art. 20 and point 9 of the National Law for the Protection of the Environment. It comprises six chapters and two additional chapters. First Chapter states general principles, i.e. that EIA must be prepared by independent experts. Second Chapter determines the procedure of the preparation of an EIA. Generally, there is a preliminary study of the project in question, then a public debate on the report, then the preparation of the final study, and finally the decision. Third Chapter prescribes the documents necessary to prepare an EIA. Forth Chapter determines the terms of the public discussion of the results of EIA. Fifth Chapter deals with the decisional phase of EIA. Sixth Chapter regulates the follow-up of the decision during the realisation of the project.
