Abstract
This Act provides for the protection of the life and health of the population, and the conservation of the environment and property in case of disasters.
The Act provides for: preventive activities that shall be carried out so as to reduce disaster risks; preparation and contents of disaster protection plans and National Programmes for Disaster protection; a unified rescue system, made up of units, services and operative structures, which shall organize and carry out the actions according to the disaster protection plans; participation and cooperation of natural persons, legal persons and sole entrepreneurs in case of disasters; the announcement of state of disasters; creation of a Joint Commission for Restoration and Relief with the Council of Ministers; financial, technical and material resources; penalties; etc.
