Abstract
The Bulgarian National Disaster Management Plan is a framework thematic policy that represents the basis for sectoral planned approach. The main objective of the National Disaster Protection Plan is to carry out analyzes and assessments of the risk of disasters occurring on the territory of the Republic of Bulgaria and to identify preventive measures to reduce the adverse consequences as a result of disasters, to organize and coordinate actions to prevent or reduce of the effects of disasters. A disaster is an event or series of events caused by natural phenomena, accidents or other extraordinary circumstances that affect or threaten the life or health of the population, property or the environment to a degree that requires the taking of specific measures or the involvement of special forces or the use of special resources. Also it serves as a basis for building consensus among stakeholders and supports the implementation of the relevant trigger condition of the European Union (EU) related to the financial resources for 2021-2027 for disaster risk reduction and climate change adaptation
The main tasks of the plan are: analyzing possible disasters and predicting their consequences; planning measures to prevent or reduce the consequences of disasters; distribution of duties and responsibilities between the bodies of the executive power for the implementation of the planned measures; provision of the means and resources intended for liquidation of the consequences of disasters; determining the way of interaction between the bodies of the executive power; determination of the procedure for the timely notification of the bodies of the executive power and the population in the event of a threat or occurrence of a disaster. Putting the plan into effect The National Disaster Protection Plan is put into effect by the Prime Minister when a state of emergency is declared on the territory of more than one district or when a state of emergency is declared on the territory of one district or municipality, when the forces and means, provided in the regional plan for disaster protection are not able to cope with the situation that has arisen.
For the territory of the Republic of Bulgaria, the following possibilities are here taken into account: disasters caused by natural phenomena - earthquakes, floods, forest and field fires, snow storms, landslides and collapses, icing, stormy winds; disasters resulting from epidemics and pandemics for humans, animals and plants; disasters as a result of major industrial accidents and fires in facilities working with nuclear, explosive and fire-hazardous materials, radioactive substances, industrial poisonous substances and toxic gases; disasters resulting from transport accidents - aviation, railway, road, sea and river. The national disaster protection plan is put into effect by the Prime Minister when a state of emergency is declared on the territory of more than one region or when a state of emergency is declared on the territory of one region or municipality, when the forces and means provided for in the regional plan for disaster protection are unable to cope with the situation.
