Law on Energy Efficiency.

This Law regulates public relations related to the implementation of state policy for energy efficiency in the Republic of Bulgaria. It sets objectives and provides for measures to improve energy efficiency in the production, transmission, distribution and final consumption of energy, including the establishment of energy savings obligations and supporting mechanisms.
The Law defines the competences of state authorities and establishes the institutional framework for the implementation of energy efficiency policy. It provides for the adoption of national plans, programs and strategies, the setting of national and individual targets for energy savings, and the application of obligation schemes and alternative measures. It also regulates reporting, data collection and monitoring of energy efficiency.
The Law establishes requirements for energy efficiency in buildings, enterprises, industrial systems and installations, including certification, inspection and assessment. It regulates energy efficiency services and financial mechanisms, including the establishment of a fund, and provides for systems of control, inspection and administrative penalties for non-compliance.
