National emergency plan- Part 2: Flood protection.

The Bulgarian National emergency plan- Part 2: “Flood protection” is a thematic emergency planning document that is meant as guidelines for water flood emergencies or disaster situations. This plan will be put into effect by the Prime Minister when a state of emergency is declared on the territory of more than one district or when declaring a state of emergency on the territory of a region or municipality, when the forces and means provided for in the regional disaster protection plan are unable to deal with the situation. Floods are common natural disasters on the territory of the Republic of Bulgaria. They cause enormous damage as they affect populated areas, industrial areas and productive agricultural lands. In accordance with the scientific classification for this type of disaster, the following types of floods are typical for the territory of the country: natural floods-floods from river overflows; man-made floods-floods from accidents and improper management of hydrotechnical facilities; floods caused by deliberate actions.
