Abstract
This approved Program of Measures establishes mandatory requirements for agricultural activities within designated nitrate vulnerable zones. It regulates the application of organic and mineral nitrogen fertilizers by imposing seasonal prohibitions and setting maximum annual nitrogen limits per unit of land. The regulation requires that nutrient application be aligned with crop requirements and soil nitrogen levels.
Agricultural producers must adhere to technical standards for the containment of animal waste, including the use of leak-proof storage facilities to prevent discharges into the environment. The program mandates protective buffer zones along surface water bodies where the use of fertilizers and pesticides is prohibited. For agricultural land on sloped terrain, the regulation requires specific cultivation techniques and the maintenance of plant cover to reduce surface runoff and soil erosion.
The regulation outlines protocols for the storage and handling of mineral fertilizers in specialized facilities and mandates a system of documentation for all fertilization activities, nutrient balances, and soil test results. These practices are subject to official inspection. Per the 2025 amendment, the nitrogen fertilization prohibition period for vulnerable zones in Southern Bulgaria is fixed from November 1 to February 20.
