Regulation on the conditions and requirements for the construction and operation of domestic waste disposal facilities and installations.(No. 11)

The Regulation sets the requirements to the construction and exploitation of facilities and installations for disposal of municipal wastes. The Regulation contents 6 Chapters, Additional and Transitional and Conclusion Provisions and 3 Annexes. Chapter 1 sets the general requirements. Chapter 2 sets the general requirements to the facilities and installations for disposal of municipal wastes. Chapter 3 deals with the requirements to project decisions for the facilities and installations for disposal of municipal wastes. It is divided into 3 sections. Section 1 sets the requirements to incinerators for municipal wastes; Section 2 sets the requirements to composting installations; Section 3 sets the requirements to the pretreatment of municipal wastes. Chapter 4 sets the requirements to the construction of facilities and installations for disposal of municipal wastes. Chapter 5 sets the requirements to the exploitation of facilities and installations for disposal of municipal wastes. It is divided into 4 sections. Section 1 sets the general requirements; Section 2 deals with the fire protection; Section 3 enlists the measures for ensuring of safety and health labour conditions; Section 4 deals with the safety exploitation of facilities and installations for disposal of municipal wastes. Chapter 6 sets the requirements to the qualification and training of the personnel, engaged with the exploitation of facilities and installations for disposal of municipal wastes. All definitions are set in the Additional Provisions. Annex 1 on the requirements to incinerators for municipal wastes. Annex 2 sets the control criteria of the disposal activities of municipal wastes. Annex 3 sets rules for serving, maintenance and technical supervision on the facilities and installations with increased danger level from disposal of municipal wastes.
