Abstract
This Regulation provides for various conditions and necessary requirements for the construction and operation of incineration plants and co-incineration plants (for solid or liquid wastes).
The main purpose of these rules is to prevent, reduce and/or limit the maximum possible extent of the pollution to the environment, including those resulting from the combustion process that produces emissions of harmful substances (into ambient air, soils, surface and groundwaters) with potential risks to human health and environment.
These rules will not apply to: biomass (such as vegetable waste from forestry and agriculture, vegetable waste from the food industry); fibrous vegetable waste from pulpwood production and the production of cellulose paper provided that is co-incinerated at the point of its formation and if the resulting heat energy is been recovered; wood waste; cork waste; radioactive waste; animal carcasses (which are regulated by the terms of the Regulation (EC) No 1069/2009 of the European Parliament and of the Council of 21 October 2009 laying down health rules concerning animal by-products and derived products not intended for human consumption; and wastes deriving from exploration and/or exploitation of oil and gas fields with floating platforms which are incinerated directly on board of such high-sea platforms.
