Abstract
This Regulation prescribes conditions and requirements for landfill sites, facilities and installations of waste recovery and disposal. The Regulation consists of 5 Chapters divided into 60 articles, of complementary and transitional provisions, and of 3 Annexes.
Landfill is a waste disposal site for the deposit of waste onto or into land (underground). Chapter 2 determines requirements for the design, construction and exploitation, and for the closure of landfill sites, including measures and procedures to reduce the negative effects of landfills on the pollution of surface water, underground water, soil and air. A waste activities permit shall be issued if the above requirements have been observed. Requirements for the facilities and installations for the biological treatment of biodegradable waste are set out in Chapter 3. Chapters 4 and 5 deal with employees working conditions, and with requirements for staff qualification and training.
