Abstract
This Complementary Law aims to extend the legal framework established by Law No. 16.213 of 2017 to the active staff of the State Environmental Superintendency (SEMACE), addressing the situation of servers who are functionally de-standardized due to salary changes resulting from judicial decisions. Its main objectives are to authorize the application of negotiated settlement mechanisms and functional reclassification to SEMACE staff; regularize their career and remuneration status under unified legal criteria; ensure appropriate workload alignment; allow alternative salary adjustment mechanisms for servants not covered by specific prior regimes; and establish financial, legal, and administrative conditions—including waiver of certain allowances—to ensure legal certainty, budgetary control, and consistency in the treatment of judicially affected public servants.
