Abstract
This Decree-Law regulates land expropriation for public use purposes. It consists of 43 articles specifying land expropriation procedure and the requirements to be satisfied by lands in order to carry out this procedure. It also lists every different type of land to be expropriated for the aforementioned purposes, establishing their values and laying down legal procedures. The Programme's objectives will be achieved through lines of assistance that take into account housing needs, such as: provision of new, refurbished or retrofitted housing units in urban or rural areas; provision of housing units derived from the requalification or retrofitting of unused buildings, prioritizing those located in central and historic areas and those of small size, understood as those resulting in up to 200 units; financed provision of new, used, refurbished or retrofitted housing units, which will be considered new, in urban or rural areas; encouraging the creation of social rental markets for properties in urban areas; the provision of urbanized plots, equipped with the appropriate infrastructure; housing improvements in urban and rural areas; financial support for social housing programmes and actions developed by states and municipalities; land regularization.
Entry into force notes
This Decree-Law enters into force: for Federal District after 10 days from the date of publication; for the other States and Acre's territories after 30 days from publication.
