Decree No. 10.490 creating the Brazilian Food Bank Network and the Management Committee of the Brazilian Food Bank Network.

This Decree creates the Brazilian Food Bank Network and the Management Committee of the Brazilian Food Bank Network. This Network is aimed at strengthening and integrating the performance of food banks, with a view to contributing to the reduction of food waste in the country and to guaranteeing the human right to adequate food. Food banks are physical or logistical structures that offer the service of reception and free distribution of foodstuff from donations from the public or private sectors to: I - public or private institutions providing social assistance, protection and civil defense services; II - educational institutions; III - institutional care units for children and adolescents; IV - penitentiaries, public jails and detention units; V - health establishments; and VI - other food and nutrition units.
The Brazilian Network of Food Banks, guided by the principles of cooperation, communicability, transparency and ethical conduct, aims to: I - promote the exchange of experiences, the strengthening and qualification of food banks; II - promote educational actions aimed at food and nutritional security and the institutional strengthening of the food bank; III - encourage actions to reduce food losses and waste in the country; IV - encourage research related to food banks; V - encourage public policies and actions on food and nutrition security that strengthen food banks; and VI - articulate and facilitate strategic negotiations for the dissemination and establishment of partnerships with food banks. In addition, the Decree creates the Management Committee of the Brazilian Food Bank Network, as an advisory body aiming to support the Ministry of Citizenship in the activities developed within the scope of the Brazilian Food Bank Network.
