Abstract
This Decree, consisting of 186 articles divided into 15 Chapters provides the implementing Regulation of Law No. 10.711 on National System for Seeds and Seedlings (SNSM). It establishes the Renasem as the only plant registration system, valid throughout the national territory, linked to an enrollment number in the Individual Taxpayer Registry - CPF or in the National Corporate Taxpayer Registry - CNPJ. In particular, the Registry covers people carrying out the activities of production, processing, repackaging, storage, analysis or sale of seeds or seedlings and activities of technical responsibility, certification, sampling, collection or analysis of seeds or seedlings provided for in Law No. 10.711 of 2003. Chapter 3 deals with the National Registry of Crops (RNC) as the only registration that has the purpose of previously qualifying crops for the production, processing and commercialization of seeds and seedlings in Brazil. Chapter 4 deals with Production and Certification of seeds and seedlings which will contemplate the certified and non-certified classes. Chapter 5 establishes requirements for Samples and Tests of seeds and seedlings. Chapter 6 lists Forestry and other species of Medicinal or Environmental Interest. Chapters 7 and 8 provide for Internal and External Trade and Transportation of Seeds and Seedlings.
