This Decree regulates the Food Acquisition Programme (PAA) established by Law No. 14.628 of 20 July 2023. The purchase of food under the PAA is intended to contribute to actions to promote food and nutritional security and food supply. Supplier organizations may only sell products from supplier beneficiaries. In the case of organizations of indigenous and traditional peoples and communities, the formal association of the supplier organization may be waived for the purposes of participating in collective projects, in accordance with the provisions of the PAA Management Group's regulations. The PAA Steering Group may establish specific rules for participation and minimum percentages for the purchase of food from priority supplier beneficiaries. A minimum participation of 50% of women will be guaranteed in the implementation of the PAA in all its modalities. The food purchased under the PAA will be destined for the consumption by people or families in a situation of food and nutritional insecurity.
