Law No. 14.628 establishing the Food Acquisition Programme (PAA) and the Solidarity Food Aid Programme.

The Food Acquisition Programme (Programa de Aquisição de Alimentos - PAA) has the following purposes: encourage family farming, artisanal fishing, aquaculture, shrimp farming and fish farming, with priority given to their segments in situations of poverty and extreme poverty, and to promote economic and social inclusion by fostering sustainable production, food processing in general, industrialization and income generation; contribute to access to food, in the necessary quantity, quality and regularity, for people in situations of food and nutritional insecurity, from the perspective of the human right to adequate and healthy food; encourage the consumption and valorization of food produced by family, artisanal fishing, aquaculture, shrimp and national fish farming; promote food supply, including government purchases of food, including food from the Solidarity Food Aid Programme (Programa Cozinha Solidária); support cooperatives and other farming organizations; strengthen local and trade networks for these types of farming; promote organic and agro-ecological food production; encourage healthy eating habits; encourage production by quilombola and traditional communities, agrarian reform settlers, artisanal fishers, black people, women, rural youth and urban and peri-urban family farmers; encourage agro-ecological and organic production and the conservation of water, soil and biodiversity on family farming properties; reduce social and regional inequalities; and encourage family production by farmers whose dependents include people with disabilities.
The aim of the Solidarity Food Aid Programme is to provide free, quality food to the population, preferably to people in situations of vulnerability and social risk, including the homeless, and food and nutritional insecurity, in accordance with the regulations.
