Decree No. 12.451 regulating art. 49 of Law No. 12.305 to provide for exceptions to the ban on importing solid waste.

This Decree regulates art. 49, § 1, of Law No. 12.305 of 2 August 2010, to provide for exceptions to the ban on importing solid waste. The movement of waste covered by the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Deposit, enacted by Decree No. 875 of July 19, 1993, will comply with the procedures established by that Convention. The industry that uses waste as an industrial input will give preference to waste on the domestic market that benefits cooperatives, associations and other forms of popular organization of collectors of reusable and recyclable materials, in order to improve reverse logistics systems and the implementation of the circular economy.
