Abstract
This Law is composed of six chapters divided into 57 articles, regulates the National Policy on waste management. It establishes principles, objectives, instruments and guidelines for the integrated management and solid waste management, including hazardous waste, responsibilities of producers and the Government. Principles of the National Solid Waste Policy are: prevention and precaution; the polluter pays principle; solid waste management, considering environmental, social, cultural, economic, technological variables and public health; sustainable development; eco-efficiency, guaranteeing quality of life and reducing the environmental impact of natural resources; cooperation between the different spheres of the government, the business sector and other segments of society. Special attention is paid to the responsibility of waste producers and amends Act No. 9.605 on Criminal Penalties relating to behaviour and activities harmful to the environment.
