This Decree regulates Law No. 15.068 providing for solidarity economy enterprises and the National Solidarity Economy Policy and creates the National Solidarity Economy System (Sinaes). The guidelines for implementing the National Solidarity Economy Policy are: participatory governance and social control; territorial action aimed at the integration and decentralisation of initiatives, with a view to strengthening local and regional capacities for management and promotion of solidarity-based economic practices; intersectoral integration with social, environmental, economic and human rights public policies, with a focus on strengthening solidarity-based economic practices, accessibility and territoriality; the promotion of popular education initiatives and training and continuing education processes in solidarity economy, encouraging social innovation, the use of appropriate social technologies and the valorisation of popular and traditional knowledge and care practices, integrated with technical advice; the stimulation of production, marketing and consumption initiatives that combine income generation, environmental sustainability, gender and racial equality, and intergenerational and disability inclusion; the strengthening and integration of solidarity-based credit and finance instruments, such as social currencies, targeted microcredit, community banks, solidarity-based revolving funds and solidarity-based credit cooperatives; and promoting innovation and digital inclusion by strengthening solidarity incubators and encouraging the adoption of social technologies and collaborative digital platforms.
