Abstract
This Law qualifies solidarity economy enterprises, provides for the National Solidarity Economy Policy, and creates the National Solidarity Economy System (Sinaes) with a view to promoting solidarity economy and associated and cooperative work. The solidarity economy comprises activities related to the organisation of the production and marketing of goods and services, distribution, consumption and credit, observing the principles of self-management, fair and solidarity trade, cooperation and solidarity, democratic and participatory management, equitable distribution of collectively produced wealth, integrated and sustainable local, regional and territorial development, respect for ecosystems, preservation of the environment, and appreciation of human beings, work, and culture. The National Solidarity Economy Policy is the instrument through which the government, with the participation of organised civil society, will formulate and implement plans and actions aimed at promoting the solidarity economy.
Its objectives are: implement constitutional precepts that guarantee citizens the right to a dignified life; encourage social and political organisation and participation in solidarity economy enterprises; encourage associations and cooperatives, which characterise solidarity economy enterprises; recognise the different organisational forms of enterprises qualified as solidarity economy enterprises; contribute to income generation, improvement of quality of life and promotion of social justice; contribute to equity and provide concrete conditions for social participation; promote access by the solidarity economy to development instruments, means of production, markets, and the knowledge and social technologies necessary for its development; promote public policies that can foster the solidarity economy; support actions that bring consumers and producers closer together in order to promote practices related to conscious consumption and fair and solidarity trade; contribute to the reduction of regional inequalities through sustainable territorial development actions; promote environmentally sustainable production practices; contribute to the promotion of decent work in solidarity-based economic enterprises; and foster the networking of enterprises.
